My friend keep babbling on about how the different characters have different abilities online. I don't think its true but do the characters have any effect?

This can be answered with a simple no. Unless if you think in terms of size. A fat guy is easier to hit than a thin guy, for example. amirite?

Some of the characters have weird posture that make them a bit harder to headshot, but its negligible. Other than that, all the characters are identical outside of appearance, default melee weapon, and quotes.

Well there could eb a psychological effect to it. If you believe that skin A is better than skin B then it is...to you and could very well have an effect on your skills.

Most games have a hitbox that's the same for all character models.
That said, it's my understanding from the Bioshock 2 Wiki [http://bioshock.wikia.com/wiki/BioShock_2_Multiplayer] that the differences are purely cosmetic (ie: melee weapons for each character will look different, but have the same functionality.)

Other than that, the rank-up system is global.
