Because after playing the game recently and playing both games back to back, this part that I made an example of in my OP hit the nail on the head for me after all these years.

Yup, it's a good little microcosmic illustration of his hypocrisy. Another would be his nationalisation (and subsequent personal stranglehold) of Fontaine Futuristics.

I wouldn't consider anything from 2 canon, personally. Different developers, different writers, just not very good in general.
