Why did unlocking what should have been a default choice need to be tied to an achievement?

backing up:
So I got and installed bioshock infinite today and wanted to play 1999 mode, no option in game for it so I look it up and oh I have to do the konami code for it from the start without having to complete the game ok fine I'll jump through your hoop game, so I do the code and boom Achievement "Should Auld Acquaintance" pops up and it really bugged me because it felt like getting rewarded for something that should have been a default starting option, essentially "here is a cookie for choosing to choose".

I do appreciate the fact that Bioshock infinite at least had a way to bypass the usual complete once to unlock X difficulty, but if they were going to let players bypass it why wasn't it simply a default choice in the first place.

All in all it really felt out of place and unnecessary.

A man chooses, a slave obeys!

...sorry.

Yeah, having a trophy for unlocking 1999 mode seems a bit unnecessary when there's already three different trophies for beating the game (Easy, medium and hard) and they'll all pop up at the same time.

1999 mode is a bit tacked on though, apparently. Paying more money to be revived just means you'll probably end up running out of the money you need for vigors and guns and such.

That's the entire point. It makes death into a very real threat that, if you keep dying unchecked, will severely hamper your ability to complete the game. It also forces you to make the difficult choice of using your money on upgrades, or saving it for revival. Hence "Hardcore" difficulty, and the 1999 Mode achievement for beating it without ever using a Dollar Bill vending machine. The amount you lose on the other difficulties is almost trivial, and running out of money doesn't matter outside of inconvenience. Running out in 1999 means losing your progress.

It is a little unbalanced, as many of the more open arenas and boss fights don't lend themselves well to the kind of careful play necessary on 1999 and can be quite frustrating. But it's still nice as an option. As for the Should Auld Acquaintance achievement, I'm guessing it was added just as a way of drawing your attention to 1999 mode if you didn't know it was a thing. There is no "Mode unlocked" message, otherwise.

And it's not unlocked from the start because it's really freaking hard, and you probably shouldn't attempt it without finishing the game at least once. At least your given the option of an early unlock, even if its a code.

Considering how everyone is complaining how stuff like this is sold as DLC today, I'm not complaining myself.

If 1999 Mode was basically Bioshock Infinite looking like a N64 game, I would have bought it. But no, it's just a mode of Difficulty... So I'm unimpressed, especially since 2 years ago I was ripped off with Bioshock 2 (Thought I would like it, ended up barely playing it).
