Get a better CPU. Duals are not great for new games, get a quad or i7. You might have to replace the motherboard though...

Or a faster graphics card...

You need to tell me more about the problem than "Its like my pc is freezing and cant run black ops"

EDIT:
Welcome to the Escapist!

When I run SP, Its like my pc needs a warm up to run it, because after 30 mins, it runs almost clearly.

when im at the beginscreen of MP, my mouse is moving slowly, and it freezes the whole time, when i join a server at ping 30-50 , after 2 mins I see the screen to play and when i move forward, it freezes then I wait like 5 mins and my screen is back and then it repeats... ( sorry for my bad english)

Hrmmm...

Probably an issue with the game itself, if it works fine after 30 minutes (sounds like it loads to much stuff to start and it is gradually filtered out of RAM, letting the game run properly).

I'd upgrade your CPU anyway, if you want to continue playing the newer games at decent graphics settings (oh thats another thing, did you try playing with everything on "lowest"? If that fixes the problem, you need a better CPU and Graphics card).

Don't mind the bad english, it is the internet after all...

Might be just the game. Its incredibly laggy on consoles but I dont know about the PC.

Have you tried turning it off an on again? (If you watch IT crowd ... high 5)

There should be a graphics menu under "options." Set everything that you can to "Low" or "Lowest" and turn off antialiasing (don't know if I spelled that right...). Then set the screen resolution to the same as your monitor (listed in pixels) or something low.

If it works fine after that, gradually tweak the settings up until you reach your prefered balance of detail and framerate.

Treyarch dropped the ball on the game's optimization. There's a few tweaks you can make, but really, they gotta fix this, since this game doesn't seem to be much better graphically than MW2.

Oh right, well the connection to some of the games in having on the PS3 is bad, and lag horribly.
Shouldve said PS3 instead of consoles.

It's been acknowledged--a lot of times--that Black Ops runs very poorly on the PC. For some reason, I think Treyarch focused a lot on the consoles and less on the PC, or if they did they amazingly good PCs.

A better CPU, Internet connection, and putting everything on the lowest settings is the best solution.

Black Ops currently has serious optimization problems that need a patch. At the current moment, turning down settings seems to have little to no effect on your performance. If you check the steam forums for Black Ops, you will find some temporary fixes you can apply to your game until Trearych fixes this problem. Personally, I'm using the "task manager" trick where you set Steam to low priority and Black Ops to high priority, this makes the game at least playable but still choppy at times.
