I don't think that Mr Bonding from Pokemon X and Y, is one of the creepiest characters, to ever be in a Pokemon game.

The fact that he mostly appears in bedrooms, teaching you "special powers" and having the catchphrase "IT'S BONDING TIME!!" is completely normal. I have no idea what you're talking about.
