My girlfriend has the same problems, albiet not to the same extent, she has had a shitty time finding an actual fitting bra, since they have them in her cub size, but not the waist size. She ended up having to shell out the cash and get fitted, which was really uncomfortable for her, since she's not comfortable with random girls touching her boobs.
Also, apparently, wearing my baggy old t-shirts is the greatest thing since sliced bread for her. XD
