I've kind of wondered the same thing myself. Too bad I'm not much of a skirt-wearer myself to really have much input.
It really depends on the kind of skirt coupled with the kind of boots. Some combos look great together while others look downright nasty.

Sure, boots with skirt is fine, if you worry about it looking a bit too alluring, wear leggings with em. Not that that makes it less attractive but it should deflect most of the vulgar types and worried parents.
Any boots and a skirt catches my eye. It's that neat combo of girl (skirt) and outdoorsyness (boots) that's just straight up attractive.
I see nothing wrong with it. It's just like wearing boots with a dress, only it's just the bottom of the dress. Nothing wrong with it.

Well, boots are generally worn during the cold while skirts are associated with warmer weather, so I see where she comes from.
But clothes have long since stopped being mere protection against the elements. I don't mind seeing girls wear this, though I think my girlfriend would side with your mother.

Depending on the boots, there's no problem with this, depending on the context. Something like hiking boots, gum boots, or those Ugg boots will look ridiculous; it is impossible for both them and a skirt to be seasonally appropriate. Some less functional boots are fine, although that seems more like an outfit you'd wear while going out than an outfit you'd wear while going to, let's say, a job interview.
I'm betting the fashion police would have a problem with it. But I hate the fashion police, so my vote is "aye"
As long as the boots fit. Theres nothing more gut wrenching than someone wearing skinny boots and their fat is pouring out over the top of them
