The rules of this thread: take the seed (in this case, Grand Theft Dinosaur) and brainstorm random game ideas/mechanics for it. You can build on someone else's reply or go off on your own tangent. Let's begin.
GTD: You are in this city called Dino City, which is actually just New York City, but with a bunch of dinosaurs running amok. Your job is to...well fuck it who gives a shit. You go around with a huge tranquilizer gun, shooting dinosaurs so you can ride them around and eat pedestrians (don't ask me why there are pedestrians) and fight other dinosaur-riding thugs. You can also jack non-land dinosaurs, like teradactyls and plesiosaurs (like the Loch Ness monster, for you uneducated folk). The only guns you can get are rocket launchers and mini guns - pistols and shotguns would clearly be useless against dinosaurs. Of course, if you go too wild, there are mounted police - mounted on dinosaurs of course - that can chase you around and take your reptile-riding ass to jail. Think of it is...Shadow of the Colossus meets GTA meets Turok.
I suppose there isn't much of a story-driven single player aspect to this idea, but that's OK, I imagine this being more of a multi-player game anyway.
