Most likely, I had been to that Gamestop a few times, it's fairly crowded and there used to be a lot of flamable stuff besides plastic boxes on the walls. Then on either side of the store there were clothing retailers. If I were trying to put the place up in flames, I'd have started there.

The news made no mention of a tank of kerosene either, it might've been in the guy's backpack but who knows. The guy just went in said he had a gun and told everyone in the gamestop to leave, and apparently no one actually saw the gun.

They probably though thought he was returning the peripherals for Kerosene Gunman 2 on the Wii. It was such a huge step down from the original that I would have burned Gamestop down too if I bought one.
