Dover City, with a population so astounding it?s near impossible to get an accurate census, let alone control the unsettling population. After the Great War was over and the Central Bill of Rights was enacted, the technology used to create cities like Dover was made open to twelve great leaders. These twelve cities became the only place to live safely from the radiation of the Outland bombings and were more like planets, completely separate from each other besides the aether-net connecting them. Each city was given a ?job? of sorts, a specialization that it would revolve around. (See the listing below for the cities and their special) This city, Dover City, was the planet. We got the opportunity to be the City of Technology, the good and the bad. It?s still a wonderful place though, the landmarks, while horribly modernized, are beautiful and astounding. Technology spared no expense on this metropolitan masterpiece. Massive buildings, extensive subways, well-planned block streets, nearly everything was perfect as far as organization goes. Bustling port areas, easy access too and from the aether-net, which connects this city-planet to the others, where other resources are harvested and brought in. The only problem is that, under recent governmental decree, immigration has come to a halt. That's not so much a bad thing, keeps us sequestered from the uneducated and unknowing outside peoples. We were told it keeps us ahead. They said they did it to bring back the prestige we once held. Despite it all, life in Dover?s a lot better then the others.
However, for all the beauty here, there's something truly ugly at the core of it all. Within every corner of the city, high and low, there's something hideous lurking in the shadows within. The governor of our city-planet has deep pockets. Whores roam the streets. Criminal syndicates, in all their many-headed glory, parade the lower sectors like they own the city. Much more organized, single-headed but far more elusive, Mobs rule the upper echelon of society with an iron fist. Prostitution, embezzlement, smuggling, gang wars, dirty politics, drug dealing, you name it we've got it. The police force is scarce, if they're even clean cops anymore. Even the purists of people have to dirty their hands if they hope to survive a single day here. Bribery is practically a way of life. Everything from the lowly pickpocket to the nameless hit man is involved in several different strings of work. No one knows where the top is, and everyone seems to be competing for the bottom.
That's where I come in. I'm perhaps the final hope left in this city, at least that what I like to tell myself. Gives me hope. I hand picked each one of you to help me. My job is to find the root of all of this, discern some way to limit it, end it even. I want to break down the leaders who have turned this haven in a jail. I want to take down the mobs and their men. I've bypassed the immigration act to bring you here from your home, partly because the files I stole said you could be useful, mostly because you're not yet involved in the underbelly of this dying city yet. Hopefully, together, we can end this. So, are you in?
