Building A Gaming PC

So, I'm wondering what the best game plan is when going about building a gaming PC on a budget and if there is any store or company or whatever you guys can recommend? Also, is it feasible to build a gaming laptop of close to equal capabilities? Note that I do live in Canada so I'm looking for somewhere that is either available here or ships to Canada.
