Just be honest for a second, Halo CE ended in exactly the same way and no one (to my recollection) ever said that it was a cliffhanger.
But they didn't end in the same way at all.

CE ended with a pod adrift in known space waiting to be rescued, after a heroic escape.
3 ended with a pod adrift in unknown space, heading towards and unknown planet, with no hope of rescue.

Very different situations.
The first implies he'll be fine, it's just too boring for the story to deal with, the second implies that things are very bad and something very story worthy will have to happen for everything to be okay.

I can agree, by a matter of definition, that 3's ending was not a cliffhanger. But CE's ending wasn't even a sequel hook.

Going just by the game's endings Halo CE had a more dire ending actually. Master Chief had absolutely no hope of rescue in CE, he would have asphyxiated long before UNSC ships could find him again. This is not to mention the imminent Covenant threat. In 3 at least he has a cryopod to sustain his life almost indefinitely, and no hostiles literally waiting on the other side of a moon.

True in CE Master Chief and Cortana knew exactly where they were, but no one else did. The star system they were in had only been observed at a distance. They were in unknown space.

And explain to me how this exchange:

Cortana: Halo, it's finished.
Master Chief: No, I think it's just getting started.

is not a sequel hook. Also remember the post-credits shot of Guilty Spark.

I say they should Hire Eric Nylund to write Halo 4 as a Book, I would also really wish to see what happens to Master Cheif and a sequel to Ghost of Onyx.
This, so this.

I refuse to let "Cole Protocol" be the last book, it was awful.

The Halo books need Eric Nylund.

I think it would also be nice if the Bungie team were given the opportunity to explore all those ideas that were dropped from the the first and second games at least. The reason I got liked Halo and Halo 2 was the feeling that it was something epic (that's how it felt to me at least). When I heard that there could have been so much more, but had to be dropped due to time constraints, I felt somewhat robbed (I think Bungie should learn from Valve on this point).
I am sorry if I sound like a fanboy but it is not that easy. Valve releases their own games and have no one to answer to but themselves. Also they have both the source engine and Steam as a source of income. Bungie had to answer to Microsoft who wanted a Christmas release. They couldn't delay until next year because the 360 launch would have conflicted with it, and the last thing Microsoft wanted was their system seller conflicting with their next console.

Honestly though Microsoft should have just had them develop it as a launch title for the 360. They would have had more time and more experience with the 360 to improve Halo 3. Though Xbox Live might not have survived without Halo 2

Reach looks good, but my main problem with it is that we already know what happens. Humans loose, Reach gets glassed. All the fighting's going to be for nothing. However, I will still be buying this game on day one. Like other people, I want to know what happened to M.C. and Cortana.

The fact that the Bungie team said, "We don't want to open up a whole bunch of doors that we're not going to close," makes me roll my eyes. So...what do they call what they did at the end of Halo 3? That's a pretty big door left open. What gives me hope is they added that Reach will wrap everything up. Perhaps the Legendary ending will show Noble Team finding M.C. after the war? Yes please...

Or this. This is a very good idea. I too would like to know what happened to Kelly and the other Spartans in Onyx. Why do they insist on returning to the beginning for everything after they leave everyone hanging?
yeah they did end Halo 3 not at a possible sequel but at a cliff-hanger. It clearly was shown that they were headed towards a planet (I think its the forrunner home world.) alteast during this summer we get volume 1 of the first volume in a trilogy of novels about the forrunners.

I know, can't they just make both?
I'd like them to make both, but everyone that dislikes Halo would start bitching at them for "milking a franchise", so I'd rather keep things the way they are.

It's probably better off that they went this route. The universe as a whole has some interesting elements to it that makes Halo a rich ground for telling stories and blowing stuff up. But at this point, I think Master Chief has about as much chance of NOT making it to the end as James Bond would in one of his films. So no danger you put him in or imply for him will impact the gamers; you know he's living to see the end credits.

Now, a team like this? In a setting like this? Just when Things are about to Get Worse? That's suspenseful. Anyone could die. EVERYONE could die. Anything you feel attached to through the course of gameplay can/may/will be a pile of ash by the end. That creates its own unique suspense, and the hope as you play that it won't all be for naught, that some victory can be taken away, or some character(s) might live. If it was Master Chief doing his thing? Way less so.

Not a cliffhanger [http://tvtropes.org/pmwiki/pmwiki.php/Main/CliffHanger], a sequel hook [http://tvtropes.org/pmwiki/pmwiki.php/Main/SequelHook]. It always annoys me when people think that that story requires a continuation, literally every major plot in the whole series was concluded in Halo 3. Just be honest for a second, Halo CE ended in exactly the same way and no one (to my recollection) ever said that it was a cliffhanger.
Because a sequel was expected.

They made the right choice.

And why do everyone say they're milking Halo? Its a good franchise that isn't milking

I think this confirms that Bungie painted themselves into a corner with the ending to Halo 3.

Master Chief is stuck in cryosleep in the middle of nowhere. Oh well.

Agreed. Like many others, I am looking forward to the new prequel, halo reach.I believe it is going to be a great game with it's own improved features. However, I honestly don't like the fact that bungie will most likely end the halo franchise on a prequel game.it leaves the halo 3 and odst games on an unfinished ending(master chief goes into cyro sleep and gets pulled into a planets atmoshpere) that doesn't completely bring the whole sequel to a legendary ending, because you're wondering what will happen to master chief.once everything comes to a close, it would be great time to throw in a prequel game, to give halo lovers a little extra insight on what the planet we know as reach will be taken over and how it 'falls'. I hope a member of bungie will someday read this and figure out why they couldn't make a halo 4 work with a little more effort and ideas to end the sequel in dramatic fashion and THEN plan ahead for a prequel that could work.

Well see 343 industries will be taking over the Halo Series so there will most likely be a Halo 4. Reach is just the last Bungie Halo game and I agree with @Magnalian I don't want to spend a whole damn game fighting the flood. Also, Master Chief makes an appearance in Reach. Not saying that like it's going to wrap up anything seeing as it's a prequel and all, but Bungie confirmed he's in Reach. Anyone who reads Bungie's weekly updates knows. One last thing, to all the people who are saying Halo's story sucks, Go play a different game! why would you come to halo expecting a totally original story? come on now. You know what you're getting into when you see a fucking cyborg looking thing on the cover of course he's gonna be a blank slate. sometimes people just like a bad ass motherfuc/ker that kills aliens. From space. "I'm playing a first person shooter. there better be really deep characters."

they probably will make more halo games, they're just not going to tell us just. Like how they said there wasn't going to be a halo 3 and were going to call the game forerunner.

Well, there are a lot of die hard halo fans, including myself. I understand why bungie would stop making halo games, 10 years is a long time, but after all that they've built a crowd and i feel as though they are letting us down by stopping the halo series. There are plenty of ways to make a halo 4, such as MC crash lands onto that planet to be awoken by cortanas voice saying, "you told me to wake you up if i needed you". Or possibly starting a new alien race for the humans to fight, and a new type of spartan for MC to work with. I'm just hoping that reach will not be their last halo game, but who am i to talk many disagree.
