I just remember thinking about what happened with the girl in the ditch and applying it to a hypothetical that applied to our discussion. Yea, that is why stop and render aid laws are a thing now. They can be a felony in Texas if you just look on and do not do anything to help. This primary applies to traffic accidents, however, they have used them for other areas as well in the past, as there was a man in our community when I was growing up who was charged for failing to get help or assist a child who had fallen in the drainage ditch and just stood there and watched her bleed down there without doing anything. The only way you can avoid charges for something like that here is if you have some sort of psychological condition that would prevent you from doing so.

That isn't heroic that is just what people do when they see someone hurt, I actually got a scar on my leg from the metal tie rods sticking out of the concrete by the culvert when I went down there. The girl could speak well, she was 4 and was literally pleading for help out and for the guy to go get her mom. At first I thought he had hurt the girl , but he was just doing nothing instead. Why would I mention details that do not apply? I didn't mention what her mom did after either or how her sister got into trouble for not doing what she was told that allowed this to happen to her but those details are not relevant to the discussion. Both Mandarin and Spanish are more widely spoken than English and both have huge benefits from learning it. Being able to access better prices negotiated from businesses only available to native speakers makes this a huge incentive in addition to opening job and contract possibilities. Most Employers here in Texas btw will not hire you unless you can speak Spanish as well. Although I see the idea of language mandates as a horrible idea, because not everyone is even capable of doing so, I would want to learn the languages spoken in the region I live even if they are not widely spoken as well because it is good to be involved in your community and that is difficult to do if you have trouble communicating. It was like when that toddler girl fell about 15 ft into this concrete drainage ditch and she was pleading for help in Spanish and the guy standing there didn't understand her. It was heartbreaking for me to hear her pleading with him before I even saw her and him acting like he was helpless to do anything because he couldn't understand her to help her. I went down there and got her myself. You never know when you need to be able to communicate with your neighbors and waiting until you are barely holding on to life in a car accident or some other tragedy is a terrible time to try and learn. I understand someone not being capable of learning other languages due to mental or health conditions preventing them from doing so, but that is a separate matter than people just refusing to.

I use multiple devices and never stay signed in to anything and wash after every use. The guy told the cops he couldn't speak Spanish while trying to get out of being charged as his excuse. He chose to go with that not me. The cop charged him anyhow and let the judge figure it out.

If you were living in those countries though it wouldn't be useless. It is only useless if no one around you speaks it and you cannot use it for work or business. If you never get to use it there is no point.
