Nine: The Empty Child double episode, season finale double episode
Ten: Blink, Silence in the Library, Midnight

All of them very well written and good examples of the Doctor. Also, my favourite episodes.
Can't help you with the older ones though, I am only beginning with them.

Yes, these are some of the best Doctor Who's I've seen.

9th Doctor: Dalek and The Empty Child are probably the best of his run, and it's not a coincidence that they're both by Steven Moffat.

Oooooeh, too bad.
Dalek, while good, is by Robert Shearman.

I know little about the older series. But on the new stuff I'd say basically watch all 5 series.

You should just go watch all of them. There are no high lights in Doctor Who - all episodes are great at least, and epic at best, so just watch them all. You won't be sorry.

All of Tom Baker's work is excellent. Seriously. ALL OF IT.

My Favourite is David Tennant (#10), and some of my favourite episodes were 'Silence in the Library' and its sequel, 'The Waters of Mars' and another one that I have almost completely forgotten...
