Changing Skyrim's Weather - Console Commands Help

So I recently got Skyrim on PC because I wanted to try out the mods. Already played it back in its heyday on X-Box, but I had a few extra dollars and wanted to see what all the fuss was about.

One mod in particular stood out to me: Tropical Skyrim [http://www.nexusmods.com/skyrim/mods/33017/?]. I absolutely adore this mod, as I love jungle setting, and this one has made the game absolutely fucking beautiful. It even replaced all the wolves with raptors! RAPTORS!

Problem: even though most of the environment has been tweaked to match, it's still snowing in Windhelm, which is kind of immersion breaking. I've tried to explain it away, roleplay-wise, as being ash from a nearby volcano, but eh, that's not really helping. So I went to console commands to change it.

Only thing is, it isn't recognizing any of the commands I put in, and I've tried all the variations I can think of. I've entered them exactly as they're shown, tried deleting the spaces around the dash, only entered the number/letter jumble on the left, only entering the description on the right, and so on. And every time, it just tells me that the script isn't found.

So, what am I doing wrong? Do these commands stop working if you're using mods or am I still doing it wrong?

Look at the bottom of: http://elderscrolls.wikia.com/wiki/Console_Commands_%28Skyrim%29 and you'll see the "sw" (Set Weather) and fw (Force Weather) commands.

will set the weather to SkyrimCloudyVT_A.

If you just enter "10e1e3" then your just saying "cloudy" to the engine, rather than "set the weather to cloudy", so it won't respond as you expect.
