Afro Samurai is about 20 bucks or less.

Alone in the Dark is 12 bucks or less.

The Condemned series are pretty cheap.

I can't really think of many others.

I actually just bought Battlefield Bad Company for 12 dollars and I loved it. Beat the entire campaign and spent hours online. Trust me, it's well worth the 10 or so dollars.

BioShock, Left 4 Dead, Fable 2, and Fallout 3 are all great games, and all can be found for under 30$.

I picked up Call of Juarez for 0.99 and saw the prequel for about 20 bucks. Do yourself a favor though and play the second first.

Try your local game shop and browse their second hand section.
This is the only real suggestion I can give you as prices vary from shop to shop.
Pretty much this, also Amazon has a great selection of used games.
Personally I'd suggest The Orange Box, Kameo, Bioshock, Crackdown, and Gears. All of them are pretty cheap and you can get them all for less than $100.

If you have a guitar controller for the 360 then Guitar Hero 2, a great set list and a bit of DLC on the cheap.

Also it's been said but either Condemned is a good way to go. It never hurts to browse the bargain for a gem.

I've said it before, and i'll say it again. Earth Defense Force 2017 is the best game you can find for under $10. Even better if you have a friend to go split screen with you! =]
Does it have co-op over live? Or is it versus or?
They have versus and co-op but it's only split screen(still worth it though).

Damn you beat me to it.

No online co-op, just split screen and it is comedy gold. Some of the worst voice acting making it the most AWESOME voice acting ever.

EDF!!! EDF!!! EDF!!!!

Giant robots, giant ants, even bigger ants, giant spiders, flying saucers, godzillas cousin, mecha godzillas cousin twice removed. It has giant EVERYTHING. It's not the best looking game but it is amazingly fun.
It literally has everything you though was awesome as a kid, and pushes it into one game. "The commander is dead!"... "Yeaaaaaaaaaah!"

Also, Godzilla battle in tokyo =].

Go to Blockbuster and see what they have availible pre-played. I once saw Mass Effect for $15. Just keep in mind that you may not always get the case, just a blockbuster case.

Raiden Fighters Aces. It's a great shmup compilation that has Raiden Fighters, Raiden Fighters 2 and Raiden Fighters Jet, and it costs under $20. Plenty of ships to choose from in each game, the games have good depth in their scoring techniques, and they offer a solid challenge.

Raiden IV's price is slowly dropping (around $30 now), but I wouldn't call it cheap just yet. It too is a good game, with a nice mix of oldschool gameplay, and modern graphics. It also comes with an enjoyable music CD featuring the soundtrack of the game, as well as remixes of songs from the franchise.

Oblivion (Game of the Year Edition) - $20 (new)
BioShock - $20 (new)
Crackdown - $20 (new)
Dead Rising - $20 (new)

Go to any second-hand/thrift store and browse their wares. You're likely to find a gem or two for little to nothing.

You can always get an out-of-date Fifa for peanuts.
Heh heheheh. Sorry.

Star Trek Legacy is going for fairly cheap around these here parts. Got to be worth a tenner to spend an afternoon pretending to be Captain Picard (although I do realise that not everyone plays the game wearing a red jumper and yelling at house mates to reroute power to the starboard nacelle).
