Choosing between vector-shapes and brushes (Image Editing)

So, I'm a relative newbie when it comes to image editors, but I know my way through Seashore and quite a bit of GIMP. I have also dabbled in Photoshop and Illustrator as well as simple free tools like Google Drawings or repurposed apps like iWeb. It seems to me that there are two kinds of image editor: The kind that use vector shapes such as Google Drawings or Illustrator, and the kind that use brushes and filter such as Photoshop and Seashore/GIMP. When designing icons, logos, or whatever I much prefer the geometric tools of something like Illustrator to brush-based stuff like Photoshop, but obviously there comes a time where you need advances brushing and filters. I'm looking for a freeware (Mac) image editor that has at least some geometric or vector capabilities along side an ample brush setup. Does anyone know of such a thing?

(Please pardon me and let this die if the reason why this doesn't exist is obvious or if I used incorrect wording and made myself difficult to understand, I am after all quite new at this. Thanks!)
