Al Capone was pretty clever too. He spent years duing numerous crimes as a gangster but in the end, is only pinned for tax evasion.

Concerning Hitler as the clervest man, his military and political decisions were based almost completely on his mental state. His mental state was not that good he suffered from parkinsons, syphillus, and Meth addiction. His rise to power was very cunning, but if you were to consider that the main reason for this "title", then George Washington or Lenin would be a better choice.

While we're on evil dictators, why not:

Stalin: Built an agrarian Russia to industrial superpower, BEAT Hitler, and laid the foundations for the Cold War. Also killed lots of people and never brought to justice.

Mao: Again, built a superpower, killed more than Hitler, and never paid for it.

And non-evil-dictators:

Einstein: Completely redefined out understanding of time and space with his Relativity.

Edison: Master of inventions, built GE, but his egotism hurt him in the end.

Newton and Leibniz: Calculus. Enough said.

And don't forget the fact that he's the father of alternating current. If it weren't for him, well....Then we'd be stuck with DC.

Bismarck-Tricked both Austria and France into going to war with him, and laughed as their armies walked right into the defences they had been preparing for months. He also helped unify Germany.

Napoleon-Some nobody from an offshore French colony ended up becoming dictator. Some politicians wanted to use him as a puppet after he gained popularity, but he outwitted them.
