You mean Zakhaev. Kamarov is the good Russian who saves you at the end.
I think the first time I played through I shot him in the heart and his arm came off. Then I realized it was part of the story. Though I thought he would die after what the captain said.

Yes the guardian angel is called the game script. So if you didn't see his head explode from at .50 cal round you didn't infact "get a headshot"
Bullshit, i hit him square in the face, thats a headshot, its just that the bullet ricochet'd off a metal tooth into his arm.

If you wait for the wind to stop, you can hit his leg and watch his arm explode

It doesn't matter where you were aiming, because the wind doesn't like you (and I probably don't like you either, since you don't realize how scripted that bit is.) You shoot his forehead all you want, the bullet will hit his arm. If you disagree with me, you're wither blind, ignorant, or both. (If you managed not to0 hit his arm off, it means you were aiming at something that was so ridiculously far away that the game script facepalm'd and said "Okay how about you try some aiming."

See my problem is totally opposite -

I keep missing him, so why is he still missing an arm at the beginning?

There's a part where another guy walks in front of him, if you line up the headhsot and shoot through the other guy all craziness happens and it gets weird.

I have a better question.
Can you shoot him in the arm after he starts running?

you know if you miss once hell start running away, Ive tried to get him but im just not quick enough and he drives away. Maybe I should try again.

Because the level where you snipe him is 15 years before the beginning so his arm had already been shot off in the beginning smug frog

Think about it, if you could kill Kamarov outright in the "One Shot, One Kill" mission then the story would fall to bits.

Price, Gav, Soap and the rest of the gang and bumping around Eastern Europe searching for Al Asad. When they finally find him Kamarov calls Asad's mobile. Price answers, says "Didn't I shoot you in the face 15 years ago?", Kamarov says "Oh bugger, you're right!", hangs up and the SAS get home in time to watch the Cricket. Brilliant.
It's not Kamarov, it's Zachaev that you nearly kill. Kamarov is the russian loyalist sergeant who saves your life at the end of the game.

I can never shoot his arm off and fail the mission so how can he still have his arm, 15 years later? Everyone else is speculating on the effects of him getting killed 15 years prior, so I will speculate on what happens when I miss that shot. Oh, and Captain Price probably got killed too - never made it out of Russia. :(

I remember compensating for the wind. I got a head-shot, and it turned into an arm-shot, which rendered my effort pointless. It's a fine game, and that's my favourite mission. Just seems like a shoehorned design choice to force that shot for a plot device.
Still, compared to the game at large it's a pretty small shoehorn.
No argument, I ain't that fussed, really. :)

Would have been nice to kill him. Then he wouldn't have been able to
shoot Gaz at the end of the game. Gaz was an absolute legend! Why did he have to die!?
