Comic fans, some help please?

I'm not a comic fan but I do read an awful lot about them (mostly from TVTropes tbh) and I have a few questions that Google can't seem to answer.

1) At one point, Charles Xavier ran out of money and Warren Worthington started bankrolling the X-Men. How did Professor X lose his money and what happened to him afterwards?

2) Who, at the height of their powers, was the faster Flash, Wally West or Barry Allen?


Any help people can give would be appreciated.

But Wally (at the hight of his powers) was the fastest, unless this was changed or retconned in the last 3 years.
