OT: I'm not even sure this counts as a nerf. It's more like a consistency and fairness fix to a ability that has behaved in unintentionally erratic ways since beta. And if the changes fix the bug where hooked players sometimes end up farther away than they should, or worse, behind Roadhog, then this will be good for both Hog players and their victims.
He was a few times in the past. First one reduced his ult charge speed. I think another decreased his alt attack power.

Also they should nerf Hanzo.
They reduced everyone's ult charge speed who had access to a self heal when they allowed for self healing to charge ults so he gains it at roughly the same rate and it's due to the self heal it's one of the fastest charging ults in the entire game. And they didn't reduce his alt attack power. It's always been 225 if all pellets connect. He's never been nerfed and is one of the most prominent tanks in the current meta because he can one shot most of the cast, which entirely nullifies Ana's healing.

This isn't a nerf to roadhog, it's a buff.

People are missing the "always appears in front of roadhog" when hooked. Ever hook an Ana and shoot her point blank in the face only to have her run away with a sliver of HP? That's because of inconsistencies with where characters appear after being hooked. This change should mean that roadhog will ALWAYS be able to one-shot low HP characters if he hooks them. Harder to get hooked, yes, but more consistent death with each hook.

It's a massive nerf.
He pretty much has no ability to grab people with any verticality since now if he doesn't have 100% vision of them during the entire pull it's broken.
People jumping around still carry their momentum when hooked, and if they touch any obstruction the hook is broken.
And he can no longer "fadeaway" hook.
Great he can more reliably kill hooked targets but now he can only hook people who are completely out in the open and on the same level. If the PTR changes go to live Hog's pickrate will go to the dumpster.
