I know it says it's the guide for Vista, but I found it to work just fine for Windows 7 as well. Unfortunately their download link for the official 1.08PE patch doesn't seem to work for me. Thankfully these guys have a link that does work:

It's fairly mediocre, but it does have one thing that I thought was a good idea for a C&C game, something that would have been pretty cool in some of the older games. It has a cooperative campaign. So if you have a friend that you like to play Co-Op games with and you prefer Co-Op story modes, it's one of the few RTS games out there that I'm aware of that has this sort of thing going for it.
But yeah... other than that, I'd pretty much agree with the other two. I definitely wouldn't recommend it as a first game to play in the series. If you're limited to what's available on Steam, go with
C&C 3: Tiberian Wars. Of the titles on Steam, it's the one that stays most faithful to the old Westwood games. That said, if possible, I'd still suggest checking out the originals instead. I'd imagine you can get them pretty cheap these days, it's just a matter of getting them to run on a modern PC.
