I'd also imagine that given that it's a little girl and the guy driving saw here fall down he knew she was faking which is why he (or she) didn't stop, rather than being heartless. It also probably didn't occur to the driver how it might look.
That said, I never really thought about it before, but I do think this raises some interesting questions about constant surveillance by private companies in public places, even for a purpose like this. I'm not saying they shouldn't be able to do it, but I can now see some issues connected to this that I hadn't though about earlier with someone goofing off in public being caught on something like this and causing a panic or having their life ruined. Especially if a screenshot causes something to be taken radically out of context.
Like lets say your wearing a long coat and walk by some kid you know who likes vampire movies and you've talked about them with him or something. Maybe it's the neighbor's kid, or maybe someone younger than you, that you play PnP D&D games with (it happens), or whatever. So as a joke when goofing off you open up your coat like a cape and make cheezy vampire noises or whatever... google maps comes by, catches you from the right angle at the right time and BOOM next thing you know the police are on your case accusing you of exposing yourself to children. Oh sure, you don't go to jail for it because it's really a misunderstanding, but it's on public record and some enterprising people decide to write you into the private sex offender data bases "just to be safe" and inform your employer and everyone you know. Your lose your job, are forced to move because of kids in the neighborhood, and your life is otherwise ruined....
Completly off the wall example, but if they caught this and it freaked people out there are like a million ways this could cause issues.
