Nope! Cleaning products and computer components do not mix - and anyway, how would you even get all the liquid out of the components again? Even if it weren't conductive, it would probably harm heat dissipation and nix any moving parts like fans.
Mineral oil PCs do exist, but they submerge the computer in oil permanently for cooling not cleaning, and they're generally extremely specialised and expensive.
Compressed air (to be clear, NOT a liquid or aerosol spray of any kind) is the best for cleaning components, though you can use a cloth to carefully wipe down the inside of the case itself.
I guess you could use a hair dryer from a meter or two away (certainly no closer) to get the loose dust out in one go, but I wouldn't risk it, and you'd probably still have to use compressed air on the components themselves anyway.
