Hey guys, I'm looking to start drawing concept art but I don't know what program I should use. Are there any that are good for a beginner?

"Not that I know of but what are you going to draw?"
"I can't draw at all but I appreciate those with the talent."

GIMP is the best free photoshop-like tool I know of.

I'm also pretty sure professional artists mainly use one of those drawing pad thingies with a stylus.

MS Paint hell yes.

Concept art is about the concept, not the execution, so I seriously don't think it matters what you use, and in fact I'd shy away from using anything computerised at all if I was just starting in the art field.

Why not use traditional media to create concept art, pencil, paper, and the like? That'd be the easiest way to hammer out some concept art, and then just use a scanner to digitize the image for distribution.

If you're still dead-set on using digital tools, GIMP is a free alternative to Photoshop, and I think Paint.NET is an free, expanded version of MS Paint (and I think it does have layer support).

Sketch it our on paper first to get it out of your head. From there you want to use a program to make it digital and clean it up. You want to use Adobe Illustrator to make vector images. Gimp and Photoshop are really for manipulating images that already exist not for making new ones. Not that it cant be done in PS or Gimp its just Illustrator does it better. If you dont want to buy Illustrator which is pretty expensive there are open source alternatives. If you go to http://www.osalt.com you can search open source alternatives to programs. In your case check out Xara LX 0.7, Inkscape 0.48, or Skencil 0.6. If you are running linux you can use all 3 of those. However if you have windows Inkscape is your solution.
