... could you please explain, are these outfits character cosplay or are they just dressing steampunk? I'm really curious.

Pretty sure it's just general steampunk.

I think a couple of them are cosplaying characters from the webcomic Girl Genius, specifically number 12 looks like Princess Anevka and 19 is one of the not-actually-a-Jager caberet dancers from Mama Grinka's (I forget if she has an actual name).
