Counter Strike Source latency help

I recently redownloaded counter strike to my new laptop. now when i join a server ( even ones that are local) i have a ping around 800 and i cant move type or anything along those lines. i belve it may have something to do with the same thing that makes me have a strict NAT type for Xbox live. also im already using a program to close all unneeded background programs and i dont have this problem for WoW or minecraft(not meaning much). thanks for the help in advance. ill provide my rig

Sounds like some of the file may have be fragmented. Also, the same thing happens to me on TF2, if anyone in your house is watching Netflix then that is the issue. (Seriously, when someone watches Netflix it eats my connection, I went from 21 Ping to 2845 ping)

Try fixing your rates and stuff, that helped my lag problems.
Look around, there's a tons of guides on CSS rates.
