Squatters like Disney need to be fined or something if the creator of an IP is wanting to use the IP, and the owners of the IP don't want to do anything with it. The whole point of IP is to make sure that those that own it can profit off of it. If they have no intention of profiting off of it, it should be public domain. Use it or lose it.
They've had it for a month, it's not like they've been sitting on it for a while.
Just because Gilbert doesn't think Disney will do anything with it, doesn't mean they won't.
