Its art style isn't based off of anime, it's inspired by Japanese mythology. The paint-brushing is part of the game - you play the role of the sun goddess, Amaterasu (in wolf form, and not the wolf shown above), and part of the game is how she paints on the fabric of reality with the Celestial Brush. It's used very well, and many acts can be done with it like restoring decrepit forests, calling down thunder, or paint mustaches onto women's faces (okay, not that last one).

Having played and adored the Wii version, I honestly don't understand these complaints. Okami is one of the two games that I can't imagine playing with a standard controller (with Metroid Prime being the other). I enjoyed it a great deal, so dismissing it as objectively woeful is taking a leap, in my opinion.
