This is an old inside joke from within Bungie! There's a Halo 3 medal you can get (I dunno if it's in Reach or not) that you win for beating the other team by 20 or more. The medal was called "Steaktacular" and the caption read "Luke owes you a steak dinner!"

Anyway, this comes from the Halo wiki:

The description, 'Luke owes you a steak dinner.', comes from a Bungie Hump Day Challenge where a fat cow was bet over a game, in which Luke Smith bet that he could beat another team, led by Frankie, by at least 20 points. Luke won 50-21.

They can't really mail a steak to someone, can they? Perhaps simply a t-shirt with a picture of a steak on it.

It means that they'll send you 2 Omaha steaks. Omaha Steaks send their food items to people via styrofoam coolers. That's the only way that Bungie could send you steaks.

EDIT: I forgot to mention how small the steaks are. Not too big so it's only fair that you get two for winning,little but expensive.

If I owned the game I'd gladly meat their challenge. I'm a very good sniper as I have very sharp rib-eyes which is quite rare, but I'm worried about the grilling I'd get if I lost. Ordinarily though it's just the sort of challenge I could sink my teeth into.
