I'm pretty sure you can start in offline mode when your pc doesn't have an internet connection. You just can't use the features associated with being online, like shopping or the steam cloud that saves various settings for multi-computer use. Apart from that, you can play all the games without being on the internet, unless its a game that requires the internet.

I guess this is where I say "deal with it" but I don't think i said anything that really needs to be dealt with.
