Decisions in Fallout NV i just can't make...(SPOILERS)

I've been stuck with these 2 decisions for ages. They've been sat in my quest log almost completed since i got to them.
Firstly, Hard Luck Blues in that radiation filled vault. I can't decide, do i doom any chance of a self-sufficient New Vegas by allowing the radiation to continue to infect their crops, or do i doom a family of ghouls?
Second, the quest where you find out who's been sending false radio signals. While i completely disagree with his methods, i don't want him to die. If i allow him to live, he'll never talk to me again, and is allowed to live with his potentially life threatening crime. And i want his Ranger's Sequioa...

So help me out here, what decision did you make, and why?
And have you found any other particularly hard decisions in New Vegas?

I find something wrong with how hard this decision is. This is stealing the baby in The Pitt all over again :(

kill the ghouls. for the greater good.

dont remember that quest. might have missed it. shoot them all and let got decide.

What I did: Do the thing that helps the most people. The pain for the few for the benefit of the many.

Because it knows that morality is rarely, if ever kill the puppy or hug the puppy.

I'd pick the NCR Sharecropper Farms rather than the ghouls. Small cost for a big change. I just let him continue, I had no .45-70 Gov't ammo so I wasn't about to kill a man for a weapon I wouldn't use. I also had the Mysterious Magnum so I was cool with having that instead.

If it got me something, I prob did it at the drop of a dime. Family of ghouls or destroying crops? fck those ghouls I don't know ya and you shouldn't have been down there that long. Sending false messages? It prob depends on who sent me to do it, and how they asked. When ppl talk like a dick to me in that game, and don't have the power to back it up, I wanna shotgun face their ass. I carry a riot shotgun who's purpose is just for shotgun face.

i dont like the choices in some of these games. i always feel that a 3 rd option could be better. they need to stop making games with only 2 options. make it so there are 5 or more options

What quest are you talking about with the one that sends false radio signal?
return to sender or i put a spell on you?
i think you mean return to sender and if you are, have him commit suicide.

That's it, return to sender. He's supposedly a war hero, and he's voiced by that guy who did that thing in that movie - Blade -, so he doesn't deserve to die. I don't want to let him go either, since he's been talking crap and putting other lives in danger.
As for the other one, i've got nothing against ghouls. Even though Roy Phillips (the clown face) tarnished their reputation, they're still just people. I don't want to condemn them.
