Warhammer 40k: Dawn of War 2. Let's just say, Relic really re-invented the RTS wheel with how they built the first DoW and CoH (company of heroes). They took some big risks trying to modify how traditional RTS games usually work. DoW2 is really a true masterpiece, in both gameplay and visual quality domains.
Unlike traditional RTS, you don't really need to build bases to produce units. You just need to capture flags (points of interest) around the battlefield to generate resources (Power/Money) to fund your war machine in the form of higher-tier units etc ...
Just like WC3, your heroes play a pivotal role in leading the charge, or supporting your troops and that of your allies. But at the same time, the cover system plays a crucial role for your units survival.
Finally, it's not about who has the most units, who can win a fight. But certainly, who can make sound tactical decision with their available units to change the tide of battle.
I won't say, that it's like Total War gameplay, but it's close enough to be called a true RTS game.
I like to refer to it as World in Conflict meets the Battlefield Series.
