I've never engaged with the community, but given the topic of the game, it may kind of make sense? I mean, you're overthrowing a dictatorship with support of rebels, and everything has a very clear central/south American vibe. I don't know if the game ever explicitly states it, but it's not a total stretch of the imagination for those rebels to be socialists.
Also, there are still a lot more socialists in continental Europe than one might think. Don't believe me? Go study something like history at a University in Europe. I met a guy who self-identified as a damn Leninist, I don't even know how that's possible in this day and age. And in comparison to most of the world, the Scandinavians do have very social (though not actually socialist) government policies, so it's hardly a surprise to see them leaning a bit in this direction, when brought into contact with a game with this particular theme.
Making a lot of assumptions here, mere personal experiences and speculation. Like I said, never engaged with the JA2 community, so it's possible Gabriel was just talking shit anyway.
