I tried Google, but all it gave me was to reboot using the Windows CD. Which I can't. Because my laptop has no CD input.

You can if you know someone with a WinXP disk. You can boot from the CD then do a console recovery, which should sort out the blue screen issue.

Ahh XP...You've clearly had this one for a while, time to put it to rest I think. Had a good run. My old PC died the other day, so I smashed the fucker to bits with an old 4 iron good times

Just out of curiosity, is your computer made by Toshiba? I ask because I have a Toshiba laptop and a while ago I had a similar issue with Windows XP service pack 3 when it was installed, you may need to remove that and go back down to SP2

Well, fuck it. I can't work on it if I can't access my computer.

So, as said before, my computer wont load past the windows xp screen (Black screen, says "WINDOWS XP" on it and has a blue bar moving from the left to the right). I left it for almost an hour on the screen, it didn't move.

So I booted in failsafe. Sure enough, I got to the log in screen. I even got to the desktop.
But after a while, the mouse would freeze, then I'd get the blue screen of death for about a millisecond, then it'd restart, go into that black screen mode (with the little flashing dot thing), say something about not being able to find a bootable device and asking me to put one in.

Sounds like you have a netbook rather than a laptop. The issue could be any number of things as other have said it could be a bad HD or bad ram or virus. I think its more likely a corrupt system file on windows itself. You may or may not care about the data on your HD. I would suggest that if you do care about whats on it remove the HD and copy your data off of it. The HD in that netbook more than likely is a SATA HD. So you can just plug it into another "desktop" computer that has SATA connectors on it. If you dont care about getting back your data on the disk then use your windows disk and make a bootable usb stick. Instructions are http://articles.techrepublic.com.com/5100-22_11-5928902.html . Your XP license key should be at the bottom of your netbook. However, some netbooks are harder to get at parts than others. Check your model online for disassembly instructions.
