I'm not very far into the game (Though a few hours of confused running around is included), and I'm in China. I need to talk to someone about information about a dude in hiding; and I failed the whole persuasion bit with the Manager of Hive. So I went sent on a sidequest to hack things, but the first thing I come across is a hack level 2. I haven't put any points into it, didn't think I -had- to.
I've mostly been putting my points into things that will help my stealth. Radar range, visual cones, a couple other things that aid my playstyle. Hacking is not one of them (Especially considering I failed the tutorial hacking like three times, not a good sign). In general, I'm just not good at it.

I've only found one other sidequest, and it's long been completed so I have no points to give to upgrade my hacking. I can't find a merchant to maybe sell some of my extra stuff to maybe earn the ~800 credits I need to buy one outright from a Limb Clinic (Which pretty much took me 20 minutes to find, WITH those help signs.)

Yea. Apparently I'm not very good at this game.

What do I do?

If i'm not mistaken, you failed the speech with the bartender, so go downstairs into the toilets.

There you will find a datapad, which will grant you an access code for the basement.
(when you first enter the Hive, one of the guards on the stairs starts talking about how he lost it)

Open the basement door near the stairs and move downwards, and search for vents to stay out of sight, there is a guard near.

One of the vents leads to Tong's Office, when you get near, it starts a cutscene that reveals where the Dutchman/hacker is.

Another tip:

In case you dont know, there are items that will let you blow up locks and what not so you dont have to hack them. I think they are called AUGs. You can equip them and that when you walk up to something hackable to hit G and Jensen uses them to bypass the hack.

Rather useful if you cant progress the story because you cant hack something.
Aren't those only available if you have the Pre-order pack?

You never need more than level 1 hacking (which you start with) to progress in the main story. However, some side quests do require hacking.

The part where you're up to, you don't need to do any side quests. Having failed the negotiation with the bartender, you'll just need to break into the back rooms of the Hive. The easiest way is to search the toilets and find a notepad with a keycode on it. That lets you into the back areas. Alternatively, you can enter from the sewers.

Well you can now buy the pack that had those items for a few dollars, but yeah it sucks either way.

FYI, there are 2 shops in china.

There's one on the first floor of the Hung hoa (?) hotel. The brothel place. You'll go there during the story very soon anyway. (there is also a DAMN good sidequest there. check the Fourth floor).

And there is another shop in the Alice Garden Pods. It sells the explosive rounds upgrade for the revolver, if you're into that gun.

Lastly, hacking is a GREAT way to get EXP. You can get quite a bit by hacking stuff.
