Personally, I've been able to map 16 skills on some games. They used the trigger buttons to expand the use of the basic four skills. You're getting too hung up on the number part. That's the purpose I also wrote "quickly". Guessing through your spells because the selection is counter intuitive is not quick in any sense of the word.
So yea, buttons aren't a problem.
