Alright guys i have something crazy here. When i was a kid i remember seeing a preview for an anime movie one a VHS for another anime (you remember that?). I've been wanting to watch this anime but i don't remember enough to figure out what it is by google alone. So its now i ask for your help
The only thing i remember is a person running up a flight of stairs while a giant balloon looking thing destroys the city. There was also a scene where thousands of balloons are floating up into the sky.
