It's the swiss army knife of poor writing, similar to the star trek tricorder thing. A tool that can do everything as long as you spout the necessary BS technobabble first, how convenient if you are a lazy writer for a scifi series.
1) To use the sonic screwdriver you don't have to necessarily spout technobabble, even without it it does whatever is convenient to the writers
2) Some puzzles will probably solved by using a timey wimey detector (you know, the one that goes "ding" when there's stuff)
