Does anyone know if Alpha Protocol is fixed yet?

It's not.

They've released one measly patch, and it's going to take more than a patch to fix that thing. It's got major design flaws, not just bugs and glitches.

It isn't necessarily broken. I played it for a rental and got probably a quarter of the way through with hardly any game-breaking glitches. There's just a lack of polish that hangs over the entire proceeding. If you found it for cheap, I say snatch it up. For all it's problems, Alpha Protocol tries too many interesting things to not at least warrant a play-through.

Sega pulled patch funding shortly after release, or so I heard. A pity.

I still haven't gotten TOO far into it, but it definitely feels like a better game than the reviews say it is. It's unpolished, sure, and the movement is a little stiff, but the shooting works great. The dialogue trees could have used a little more work. The problem is that they don't even give you a hint as to what you'll say, just the "mood", and a lot of times the available choices are just...weird. And they don't give you much time to really think about which option you want to go with.
