Does steam have ingame voice chat? Such as the ability to party up with friends/people and talk to them while you each play different games.

I have had steam forever, but I basically only play single player RPG games on my PC so I have never bothered even looking into the use of Steam as an actual community.

Lately I have been playing more and more PC games though, and I wouldn't mind finding some people to talk to while doing it.

PS: Anyone try out the new Red Orchestra? I'm curious.

Not as far as I know. Valve games have in game voice chat. Just use something like TeamSpeak if you want to do that. I've heard good things about it.

Well, TF2 & Portal 2 co-op have voice chat, and that's the extent of my knowledge. But if you want to speak with a friend, you can open a chat window and start voice chat, and it will work just as well.

Yes, it does. Invite everyone into a chat and then just say "start voice chat" from the dropdown in the top right. I use it all the time.
