Depends on how they do it. However, a system like that is open to abuse, with groups of players freely trolling people but staying in the positive for behaviour because they keep rating each other up. Or even worse, groups of trolls ganging up on an innocent person and giving them bad ratings, causing them to suffer monetary consequences.

Also, what about people who don't play TF2? I'm currently in the DOTA2 beta and I'menjoying it, but if the game releases and demands an up-front payment of some kind, I'd probably just go to one of the other MOBA games that lets me play for free...

I honestly think it is kind of a stupid policy. I mean hell, look at the summoner's tribunal in LoL to see how absolutely stupid the average playerbase is. People report for the most idiotic reasons, hell half the damn reports are for non punishable offences. I always want to punch a baby seal when I see someone report "intentionally feeding" and there is corresponding text "omg this guy is a fucking noob ban him!!" and the poor guy is like 1/5/1 or something like that.

Also you look at LoL and see how people abuse the recruit system for perks, and valve doesn't think people are just gonna go to their friends lol make a bunch of accounts and rate me as a good player.

Just a discount would be tolerable, eventually. But slapping a fee on people to charge more than the game's retail cost is kinda skeevy. I mean what's to stop people from just making a side account, I mean hell people do it when they hack in Mordern Warefare.

It will be horribly abused, DOTA players aren't exactly known for their kindness so they will just down vote everyone who crosses their path.
And at the end of it the only ones with positive scores will probably be cheaters.

Interesting idea but the potential abuse is jut too high.

Does he seriously think that DOTA players are (generalising here) going to stop being massive selfish, elitist, abusive douchebags...solely because its a Valve game?

It's a nice idea.. in theory, at least.

In practice, I'd say there are too many gaping flaws.

In addition to this, people who want to troll will do so, regardless of any suggested consequences.

How do you judge someone's behaviour in an other game? Rating systems? Even a small community of dedicated trolls could bomb someone's score so that they get disqualified for any of these perks.

It's a great idea in theory: nice players will encourage new players to play/keep playing (and so should be rewarded), whereas jerks will discourage players from playing (and so should be punished). This equates to a nicer, more pleasurable experience for the players and a more lucrative result for the developer.

The problem is the implementation. Based on my experiance from the beta I'd imagine the demographic to look something like this: 5% Friendly players, 60% Average players, 35% Unfriendly players. Thus, very few people will be getting the game free/free stuff.

With regards to attitude of the DotA community, my theory was that there were elitist jerks in DotA (1) because there was no tutorial, no manual, and no training levels. The game didn't teach newer players how to play - the pre-existing player-base had to; and unsurprisingly, weren't too keen on this. Given that DotA2 is a Valve game, I think it's fair to say that there will be such systems in place and therefore (hopefully) the community will be less polarised and thus more welcoming.

The presence of an XP/levelling system on player accounts will be defining, IMO, since it will separate players of different skill levels - it was very frustrating to be playing DotA 1 with randomly selected players of mixed abilities and this often created further animosity between players. It's worked rather well in Starcraft 2, as well.

Finally, the ability to spectate better players from the main menu and the function to play against bots will both serve to make the whole experience less intimidating for newbies, too.

Based on the experience so far, I'm optimistic.

Edit: there might have been an in-game manual in DotA1 but iirc it was so clunky that I never bothered reading it.
