Okay, first things first:
imahobbit, if you're not gonna offer anything constructive, like an evaluation of DA:O as the game it is instead of comparing it to some non-existent paragon of video games, then just don't say anything. Your post count can be bloated elsewhere.
OT:
Dragon Age is probably my favorite RPG since Neverwinter Nights.
It's very moddable, with some hundreds of mods floating about the interwebs, very awesome in my opinion since all the combat moves have unique and visceral animations and the little "finishing moves" that you see sometimes are just badass, it's fucking HUGE, taking the average player some 60 hours to beat...
I'm not gonna compare it to Mass Effect, though, because they're both very different...
Anyway, there are a lot of fun side-quests, and... um... you know what? You can eat KFC while you play it, so I'm gonna go ahead and answer the last question yes.

The mods currently on Dragon Age Nexus are roughly the same amount what Fallout Nexus got before the toolset was released.

From what I understand, the Dragon Age toolset requires some knowledge of C [http://en.wikipedia.org/wiki/C_(programming_language)] and it's difficult to create working scripts for it. Then there's the problem that you can't really combine user-made mods.

In short: Yes, it's possible to mod Dragon Age, but it is a lot of work for even a simple weapon.
