The septim bloodline isn't the only line of dragonborne to have existed. So I think whether or not the PC will be related to them is a matter of player choice than anything.
I highly doubt that Bethesda will have an official stance on it, as they have stated that the players history will be up to the player to decide.

Another point I would like to bring up. The game is set 200 years after Oblivion, it's unlikely that Ocato would still be alive, my thinking was that Bethesda did this deliberately so that cameos from the old games were impossible.

Yeah, they'll obviously leave that to the player. That was just my take on it.

You have to admit, an Argonian descendant of the Septim bloodline would be a cool concept, and a rather weird one at that. Would one of Uriel's legitimate sons have passed the torch on before dying, up to the point where his great-grandchild runs across a copy of "The Lusty Argonian Maid" and gets jiggy with it with a scaled companion?

That's one of the cons of murky introductory elements. They give a lot of freedom to the player, but that freedom can sometimes be used to create odd results.

Speaking of impossibilities, I wonder if there's a canonical explanation for why M'aiq the Liar is still around, centuries after Oblivion. I know he's more a joke character or a bunch of meta references rolled together, but still. He's been in every Elder Scrolls game since Morrowind, I think, so you could consider him as being canonical. Sorta.

I'm guessing that it's some hereditary magical malarkey. I guess that the Septims were dragonborn too, but not all dragonborn are related to the septims.

Many elven characters would still be alive.

And also thats what I meant, bethesda likely wont dictate to us who we are related to.

I dunno, the Emperor shagged your mum I guess, presupposing that that's the only way to make dragonBORN folk. That, or Akatosh gave you the power.

A few Escapist have already touched on the could be answer that the protagonist is fuelled by dragon blood within his/her veins which is given to select individuals by the divine. Should any breeding occur than the Dragon Blood would pass on and on as shown on the possibly dead Septim Blood Line...for all we know, we're playing as the next heir to the Empire Throne concidering that the amulet of kings allows anyone with Dragon blood imbued within their body to wear it.

Well, I am sure that after completing Shivering Isles, I am sure that he has enough power to live for a VERY, long time.

He becomes the god of Madness, so I am sure that he can live for eternity.

Being dragonborn is passed in blood, so I guess he just inherited it from someone who... liked dragons... a lot.
