Not sure why you'd want to buy the special edition sans the DLC unless you really just wanted that Steelcase (and you know, as a person who buys a lot of CEs, I can understand that), since Steam invariably puts the full meal deal on sale a few times a year.
I'd say if you've not played Oblivion it's worth checking out. I don't think it's going to tie in a lot with Skyrim (Daggerfall didn't have much to do with Morrowind which didn't have much to do with Oblivion), but it'll give you a taste of the sort of wide open world Bethesda likes to make.
