Im not sure if it counts as "refused" if you said you didn't know and then after we learn more about the situation it turns out that was exactly true. They didn't know and still didn't know for a long time after. We still don't really know, but the suggestion is, no it wasn't leaked in a usable form. I'm not sure what you're asking for, would you have preferred them to confirm it even though they had nothing to confirm and would in fact be lying to you?
