I recently only just discovered that my laptop CAN in fact run games. However, the only games are old ones. Stuff from around the early-ish 2000's work fine on it, any later than that and it chugs considerably.

I've wanted to get myself a decent RTS games, but I don't know any good ones that came out around 2000-2002. Anyone help me out?

Try Red Alert 2, it's one of the most fun RTS games ever made.
Also, Stronghold, RTS-ish castle simulator with tons of gameplay potential in it.

here's some good earlier RTS games for you.

Homeworld.
Homeworld Cataclysm
Ground control
Age of Empires 2: Age of Kings + conquerers expansion.
Rise of Nations.
Shogun: Total war.
Medieval: Total war.
Blitzkrieg

That's a start, eh? Hope you enjoy them. :)

I forget when it came out, but try Supreme Commander, its the spiritual successor to Total Annihilation. I think TA is one of the best RTS games ever made, but SC is better looking if you want better graphics.

Do not try to play Supreme Commander on an old laptop. It may have low entry-level requirements, but once it starts tracking five or six hundred units, less than four processor cores and four gigs of RAM starts being somewhat less than sufficient.

My recommendations for RTSes that are fun yet light on system requirements:
-Age of Mythology
-Star Wars: Galactic Battlegrounds
-Empire Earth
-Starcraft

You should try these:

- C&C Red Alert 2

Done.
I loved Tiberian Sun too... But yeah, between the two of them, best RTS games out there.
True; all of Westwoord's C&C games are awesome, but RA2 is definetly the best imo.

Command & Conquer: Generals (and the Zero Hour expansion) which was from 2003 and is probably my favorite RTS.

My old piece of crap computer from the early 00's had no trouble playing it so I'd highly recommend looking into it...

I reccomend you chase down early Command and Conquer games. Just like everyone else.

Best way to get the Tiberian Sun and Red Alert 2 games is to get the first decade pack. You also get the Generals games, which is a considerable bonus.

No arguing there. Even when Yuri showed up and threw the multilayer balance out the window onto it's head.

Age of Wonders is a good turn-based strategy game.
Really good actually. Shadow Magic and AoW II as well.
Along with Heroes of Might and Magic III (Skip the later ones, they suck)

Finally someone else who shares my view on Generals! All the C&C purists hate me for thinking it's the best C&C game. :(

Well, since no one has said it yet, Warcraft 3. It is one of the best RTS's of all time, and you can get the battle chest (which comes with the game, expansion, and strategy guides) for pretty cheap.
