It depends - Morrowind NPCs are generally interacted with through text boxes and don't have conversations about mudcrabs, so that's a plus. Personally, I find them to be a lot less "uncanny valley," but they definitely aren't realistic. With mods, you can have Morrowind looking as good or better than out-of-the-box Oblivion, depending on how much time you're willing to spend juggling shaders and the like. Also I'd generally put Morrowind quests as equal to or better than Oblivion quests, except in the case of the theives' guild stuff. (Theft, btw, does not work as well in Morrowind, in case you like to play a thief character.)
Have you tried Fallout New Vegas yet? I'd put it as a little better than Fallout for everything but exploration, but opinions differ.
