Error Help

For three days i've been trying to run Terraria on my computer. I've tried every fix suggested to me by the internet but to no avail. Finally I checked the event manager and found that the error is caused by the .Net runtime failing due to error 1026.

Does anyone know how to fix error 1026 for .net? It is version 4. Please help.

last time i got one of those i had to run a .net clean up from Microsoft and it repaired the framework or something
i know its not much but it might give a direction to look

I tried downloading the scanner but Norton told me it was a threat.

Just ran a disk cleanup....no dice.

Oh ok. I'm not great with computers I only know some basic stuff.
