Excel Help (nothing on google)

I'm trying to get a cell to add up the number of grades that falls below the average.
Example:
3, 5, 7, 9
The cell would read 2.
This is what I've come up with so far =COUNTIF(C6:C65<(C5/2),C70+1)
I keep getting a #VALUE! error

Hard to say what the actual solution is without knowing how the table is structured, but I can say with some certainty that the entire thing is formatted incorrectly. The first bit should be the range of cells to test and it has an equation in it (I assume you're testing C6:C65 so it should begin |=COUNTIF(C6:C65|, and the second half should have the rule you're testing, which can be calculated by |"<"&AVERAGE(C6:C65)| (parts of equations need to be in quotation marks and values in the equation need to be preceded by an & to string it together except in the case of normal numbers which can optionally appear in the quotation marks e.g. "<5"). So You probably want =COUNTIF(C6:C65,"<"&AVERAGE(C6:C65)) altogether though I'm not entirely certain from the information you've given.
